The large jet Legacy 650 was developed based on the successful super midsize Legacy 600 platform, offering greater reach and a capacity to carry up to 14 passengers.
Two aircraft were built and they both had their first flight and roll out on 23 and 24 September 2009.
The launch of Legacy 650 took place on 19 October 2009, during a press conference at the 62nd Annual Meeting and Convention of the National Business Aviation Association - NBAA in the USA. The first sale of the aircraft took place the day after its launch at the same fair: two Legacy 650 executive jets were sold to Aircraft Asset Management AAM GmbH, from Germany. The aircraft will be operated by DC Aviation, a traditional private jet charter company and a client of Legacy 600, also based in Germany.
In August 2010, Embraer presented the Legacy 650 executive jet to the public for the first time, during the seventh edition of the Latin American Business Conference and Exhibition (LABACE) which took place in São Paulo (SP). Just two months after viewing the LABACE, the aircraft was certified by the Brazilian Civil Aviation Agency (Agência Nacional de Aviação Civil – ANAC) and the European Aviation Safety Agency (EASA).
